Judge Barbara Jones didn't surprise anyone in her decision on Tuesday -- Ray Rice should be reinstated from an indefinite suspension. The surprising part was what she revealed in her 17-page explication of her decision. The reason is that not only does Jones find Rice was truthful and open with Madden NFL 24 commissioner Roger Goodell at their meeting on June 16. but her explanation of the Madden NFL 24's defense was completely flimsy and based on argumentation based on semantics and poor note-taking.
There are some important (and/or head-scratching) lessons to be learned from the ruling. The main point is to say that Goodell and the Madden NFL 24 were not prepared to defend their decision. Rice's suspension following the release of a second videotape that showed him assaulting her then-fiancee (now his spouse) during an incident in the Atlantic City casino elevator.
Jones explained that her role was to determine if Rice misled Goodell and Madden NFL 24 about the incidents that occurred on Feb. 15th in Atlantic City. To find out, she had to look at two aspects: "(1) whether [Riceused the word 'hit' or tried to downplay the assault by saying 'slapped or slapped' and (2) whether he stated that Mrs. Rice "knocked herself out."
Rice also showed how he struck Palmer but, he also demonstrated how he struck Palmer, and there appeared to be no doubt with his conduct.
The arbitrator at the hearing Rice showed with his left hand how he had hit the Mrs. Rice that night, throwing it across his body with his hands open. Tr. 470:9-21. Furthermore, he admitted that he'd conducted similar demonstrations at the June 16 meeting . He told the Commissioner of the events. He also made clear that his hand "came across" your body before it struck her.

The most crucial point of the Madden NFL 24's argument was that Rice had said he "slapped" Palmer instead of "hit." In the pertinent part Manara's notes stated, in six consecutive lines "arguing while waiting for elevator or exchanging words. She hit him / got in elevator / she hit him more times / she was slapped by him, dropped; knocked her out." Exhibit 17. Although Manara was an authentic witness but I'm not convinced that his notes reliably report that Rice used the expression "knocked herself out." For example, though Manara's notes include "slapped," the majority of the witnesses including Newsome and Birch were using the word "hit" when describing the incident Rice claimed to have said. Manara himself acknowledged that the portion of his notes on the attack was not "verbatim."

Palmer did he ever say that he knocked out Ms. Palmer?" testified, "No, but he took full responsibility for it and claimed that it was not her fault, it is my fault." Tr. 95:5-9. In the end I can't find that Rice did not minimize "causally" what transpired that night.
Jones cited an ESPN Radio interview that Birch gave, saying "we are bound by precedent from prior cases and the decisions upheld on appeal in past, and the notion of fairness and appropriateness." In his statement, Goodell acknowledged the Madden NFL 24 had for the team to "go back and tell us, . . . "We're in a new age, and face different issues and diverse issues.'"
Jones acknowledged her decision that she was in agreement, and her decision referred to a larger question regarding how reports of domestic violence have been read in the past:
